The main objective of the project was to prepare Agrarcredit (former Rural Credit Foundation) to actively contribute to the agenda of the Presidential Decree of 24th November 2003 regarding the reduction of unemployment and job generation by intensifying the lending to rural private entities.

The projected assisted Agrarcredit to further develop as financial institution qualified to undertake rural lending with the necessary professional know-how.

Overall aim of the project was to provide assistance and training to the Ministry of Agriculture, banking sector, farmers and farmers' associations on rural credit.

Project objectives were to improve the knowledge and understanding of commercial banks and financial institutions staff of the workings and specific requirements of agriculture, improve the knowledge and understanding of farmers, staff of farmers' associations and managers of rural enterprises of the specific requirements of banks and financial institutions in the application for credit investment and support.

The project established a non-banking financial (credit) institution (Rural Investment Foundation) which manages the lending from the Counterpart funds worth of 16 Mio. Support and advise the MoAF in developing and expanding the legal basis and organisational and economic strategies to promote farm credit through credit co-operatives. Assistance and training to staff of relevant institutions in providing adequate services to rural credit co-operatives. Development of a national rural credit co-operatives' network.

IMPLEMENTED PROJECTS > Technical Assistance to World Bank Agricultural Post-privatisation Assistance Project

The World Bank funded TA project is to facilitate the on-lending of an agricultural credit line of 12 Mio USD to rural enterprises. TA comprised the set-up and improvement of financial management systems of all involved actors (from the Ministries to the participating banks), advice in the utilisation of appropriate information technology and accounting procedures. Additionally advice has been provided on conceptual design and improvement of management and internal organisation of the rural advisory service providers and Group of Project Consultants (former PIU). One of the important components of the project was to establish a system for monitoring of the involved organisations and to carry out impact monitoring of the credit line.
